Starting or expanding a business in Lesotho can involve multiple registrations, licences, technical requirements, environmental approvals, specialists and government processes. Which of them apply, and in what order, is rarely obvious from the outside.

Under section 25(4) of the Environment Act 2008, no licensing authority may issue a licence for a project that may require an environmental assessment unless the application carries an environmental licence, or the Director has certified in writing that one is not needed.
